Administrative law, as a vital component of public law, acts as the regulatory framework for the executive branch and its various agencies. It dictates the boundaries within which governmental power is exercised, aiming to control this power and prevent ultra vires acts, abuses of authority, and arbitrary decisions. The emergence of administrative law as a distinct field is largely attributed to the shift from a limited “police state” to a more expansive “welfare state,” where increased governmental involvement in socio-economic functions necessitated robust mechanisms to ensure accountability and protect individual rights against the concentration of public power. This discipline fundamentally scrutinizes the manner of power exercise, emphasizing that the legality and fairness of the decision-making process are paramount.
