Proclamation No. 1362-2024: The Health Service Administration and Regulation Proclamation
This proclamation, officially cited as the “Health Service Administration and Regulation Proclamation No. 1362/2024,” was enacted in 2024.
Preamble
The Proclamation No. 1362/2024 was established due to several critical needs within the health sector:
- Establishing a National Standard: It aims to create an accountable, high-quality, and accessible health service delivery system through the implementation of a national health service standard.
- Modernizing Health Services: There’s a clear need to modernize the country’s health service provision to effectively meet the public’s health requirements.
- Legislative Reform for Efficiency: The proclamation addresses the importance of legislative reform to ensure that the regulatory system governing health, health institutions, health professionals, and health-related organizations is effective, efficient, and uniform.
- Standardizing Research Activities: It seeks to establish standardized procedures for research activities that can contribute to the improvement of the health service system.
- Enhancing Client Safety and Access: The proclamation emphasizes improving client safety, quality, equitable access, and overall accessibility of health and health-related services. Effective Date This Proclamation became effective on the date of its publication in the Federal Negarit Gazettee. It was officially enacted in Addis Ababa on May 20, 2025
Repeals and Inapplicable Laws
- Repealed Laws: Proclamation No. 661/2002 is specifically repealed concerning matters covered by this new Proclamation.
Inapplicable Laws: Any other existing proclamation, regulation, directive, or customary practice that conflicts with the provisions of this Proclamation will not be applicable to the matters it addresses.
