Solid Waste Management and Disposal Proclamation No. 1383-2025.

Short Title This law is cited as the Solid Waste Management and Disposal Proclamation No. 1383/2025.

Issuing Organ The proclamation was issued by the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia in accordance with Article 55 (1) of the Constitution. It was signed into law by Taye Atske Selassie, the President of the Federal Democratic Republic of Ethiopia.

Effective Date The proclamation entered into force on July 31, 2025, which corresponds to the date of its publication in the Federal Negarit Gazette.

Purpose and Scope The primary objective of the proclamation is to establish an efficient system for the collection, transportation, storage, reuse, recycling, and disposal of solid waste to mitigate its impact on the environment and public health. It applies to solid waste management across the country, with the exception of electrical, electronic, and hazardous wastes covered by other specific legislation.

Key Provisions The legislation introduces the principle of Extended Producer Responsibility, requiring manufacturers and importers of products like plastics, glass, and tin to ensure their containers are collected and recycled at the end of their service life. It also prohibits the production, sale, and use of single-use plastics, with certain exceptions that may be granted by the Federal Environmental Protection Authority for specific packaging needs.

Repeals This proclamation formally repeals the previous Solid Waste Management Proclamation No. 513/2007.
