Ethiopian Disaster Risk Management Proclamation No. 1386-2025.

Short Title The proclamation is officially cited as the Ethiopian Disaster Risk Management Proclamation No. 1386-2025.

Issuing Organ The proclamation was issued by the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia in accordance with Article 55(1) of the Constitution. It was signed into law by Taye Atskeselassie, the President of the Federal Democratic Republic of Ethiopia.

Effective Date This law entered into force on July 28, 2025, which corresponds to the date of its publication in the Federal Negarit Gazette.

Implementing and Accountable Bodies The legislation establishes the Ethiopian Disaster Risk Management Commission as an autonomous federal executive body accountable to the Prime Minister. It also establishes the Ethiopian Disaster Risk Management Council, chaired by the Prime Minister or a delegate, to provide policy leadership and monitor performance. Furthermore, specific “Lead Sector Institutions,” such as the Ministries of Agriculture, Health, and Peace, are assigned individual responsibilities for managing risks within their respective sectors.

Main Objectives The primary purpose of the proclamation is to build national capacity for disaster prevention, preparedness, mitigation, response, recovery, and rehabilitation. It seeks to create a disaster-resilient society by integrating disaster risk management with humanitarian assistance, sustainable development, and peace-building initiatives.

Financial Mechanism The law establishes the Ethiopian Disaster Risk Response Fund to ensure reliable and flexible financing for disaster response activities. This fund is financed through domestic resource mobilization, including budget allocations from federal and city administrations, and contributions or service charges from various private and public sectors.

Repeals This proclamation repeals Article 70 of the Definition of Powers and Duties of the Executive Organs Proclamation No. 1263/2021, the Strategic Food Reserve Agency Establishment Regulation No. 284/2013, and the National Disaster Risk Management Commission Establishment Regulation No. 363/2015.
