Short Title The law is officially cited as the Ethiopian Building Proclamation No. 1356/2024.
Issuing Organ The proclamation was issued by the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia. it was signed by Taye Atske-Selassie, the President of the Federal Democratic Republic of Ethiopia.
Effective Date This proclamation entered into force on May 7, 2025, the date of its publication in the Federal Negarit Gazette.
Implementing and Oversight Bodies The Ministry of Urban and Infrastructure is the federal organ responsible for issuing directives and preparing national codes. At the local level, the law mandates the establishment of Building Construction Licensing and Supervision Institutions to administer permits, conduct inspections, and enforce standards. An Appeal Hearing Board is also established to resolve complaints related to these activities.
Purpose and Scope The primary objectives are to protect public health and safety, ensure the accessibility of buildings for persons with disabilities, and enforce the mandatory use of the Building Codes of Ethiopia. The law applies to cities with 10,000 or more residents, as well as public, industrial, and real estate buildings located outside city limits. It generally does not apply to buildings completed or permitted before its effective date, except in cases involving dangerous structures or necessary accessibility upgrades.
Repeals and Transitions This legislation repeals the former Building Proclamation No. 624/2001. However, existing building regulations and directives issued under the previous law remain in force for two years until they are formally amended.
