Short Title The law is cited as the System for the Intervention of the Federal Government in the Regions (Amendment) Proclamation No. 1373/2025.
Issuing Organ The proclamation was issued by the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia. It was signed by Taye Atske Selassie, the President of the Federal Democratic Republic of Ethiopia.
Effective Date This proclamation became effective on April 1, 2025, the date on which it was approved by the House of Peoples’ Representatives.
Main Purpose and Scope The proclamation amends the System for the Intervention of the Federal Government in the Region Proclamation No. 359/2003. The goal is to address gaps identified during previous implementations and to make the federal government’s system of intervention in regional matters more effective.
Key Provisions regarding Provisional Administration The amendment establishes that a provisional administration in a region shall not stay for more than two years. However, the Speaker of the House of Federation is granted the power to extend this duration for up to one year due to the complexity of the situation, and a second extension of up to one year is also permitted. These extensions must be confirmed by the House of Federation at its next regular session; if the House does not approve the extension, the decision is annulled, and a regular regional government must be established through elections within four months.
